I think this is advice "for" him, not "from" him.

The Mabus initiated breathalyzer is completely counter to this and a scourge that will forever tarnish his name in Sailors eyes. Trust a man by what he does - not by what he says.

The Honorable Secretary of the Navy might appear to some as a little scruffy, but that was years ago in the Days of Z-Grams. It would also appear to this old Sailor that he had found his area of liking and is still doing some scruffy things.
